	<description>Matthew is a DEMOS Associate working with 3 Local Authorities to improve parental involvement in children's learning and get young people back into education employment or training. In the autumn he will be taking up post at Participle - a design studio for reinventing public services along with Hilary Cottam, Charles Leadbeater, David Albury and Colin Burns. Matthew has worked on family policy in government, and as a senior researcher at DEMOS where he ran their programme on public service reform. Recent projects include work on drug misuse, quality of life in old age, school leadership, prisons and healthcare.</description>

			<content:encoded><![CDATA[<p>The chancellor announced the government&#8217;s spending plans for the next three years recently, and many people in central or local government seem to have responded to the smaller increases (or cuts) by turning their back on innovation and getting on with protecting their existing service provision and creating cost savings. Surely this is not the right response. I have always believed that scarce resources can be a great stimulus to innovation. How can we convinve public officials not to give up on innovation and that actually when resources are tight the need of innovation is even greater?</p>

Do such services exist for socially isolated older people too? - helping them to access other services, be less isolated, access benefits and review their housing needs. There has to be a clear role of the VCS in this area as they are often the ones best placed to work closely with vulnerable older people.</p>
