Action Acton is already operating on the lines you have indicated.
Action Action targets 'hard to engage' unemployed, young/adult offenders, refugees, individuals with no or little education, and individuals labelled as being in the 'worklessness' category etc.
We use an individualised action plan approach to secure education/training and employment and we network into lots of other local organisations. We also run training to help people into self employment , provide business support as part of a LDA contract; run a street market 3 days a week with a Market Traders training course and are just opening a Managed workspace for individuals in the creative and media business.
We bid for contracts ourselves as well as in partnership with other 'larger' providers (e.g FE colleges) and we also lead consortiums with 'smaller' voluntary organisations.
We have a very good track record of delivery.
Our rmajor problem is securing continued funding to deliver the employment outputs--our funding is for 1, 2 or 3 years but in an increasingly competitive environment there are less funds to access, particularly when the major funders (e.g. DWP) prefer to contract with national/multi national private sector bodies.(we have submitted evidence to the ACEVO/DWP commission on flexible New Deal). regards  John www.actionacton.com;  www.actonmarket.co.uk; www.thedoughnutfactory.co.uk</description>
